Jennifer Hoff, in her role as general counsel for the University, advises the president, Board of Trustees and administrators, regarding all legal matters for the University and its affiliate, the New Jersey State Library.

In this capacity, she manages a full range of legal matters, including contracts, adversarial proceedings, business transactions, student affairs and compliance with federal and state laws. She also oversees outside counsel who assist with specialized areas of the law and litigation.

Her areas of counsel at the University encompass employment, public bidding, discrimination law, public records, students' rights and conduct code. Hoff reviews and revises University policies and procedures and acts as its Ethics Liaison officer. She also serves as the University’s liaison with the New Jersey Office of the Attorney General.

Prior to coming to the University in 2020, Hoff was a deputy attorney general at the New Jersey Division of Law. There she supervised the division’s Education and Higher Education deputies, and additionally represented the state colleges and universities in a broad range of legal matters, including public bidding, open record laws, discrimination and civil liability. In addition, she previously advised the Secretary of Higher Education, Advisory Graduate Medical Education Council and the New Jersey State Board of Education. Hoff has represented clients in a range of matters in state, federal and administrative forums.

Hoff earned her Juris Doctor from Temple University Beasley School of Law and her Bachelor of Arts degree from the University of Pennsylvania.
