GI Bill Top-Up: Important Instructions for Sailors with Partial TA

  • Log in to the Veteran Online Application (VONAPP) and apply to use your top up educational benefits by submitting VA Form 22-1990

  • The VA will mail you a hard copy Certificate of Eligibility (COE).  The COE and Veteran Benefit Information Sheet (VBIS) must be sent to coe@tesu.edu to update your student account before you can register for courses

  • Be sure to check “Yes” to “I am using Top-Up to supplement my TA” on the VBIS

  • Identify you will be using VA GI Bill Top-Up by including the following information on top of your approved TA form prior to submitting it to TESU, “Using VA Top-Up for student share not covered by military tuition assistance-Using Chapter _____” (COE and VBIS must be on file at TESU)

  • To be eligible for the Top-Up benefit, you must be approved for federal tuition assistance by a military department and be eligible for Montgomery GI Bill Active Duty (Chapter 30) or the Post-9/11 GI Bill (Chapter 33)

  • If the TESU VA department does not receive your request prior to the first day of the term and the student share of tuition has not been received you will be de-registered from the applicable term courses
