GI Bill Top-Up: Important Instructions for National Guard Members with Partial TA

  • Log in to the Veteran Online Application (VONAPP) and apply to use your top up educational benefits by submitting VA Form 22-1990

  • The VA will mail you a hard copy Certificate of Eligibility (COE).  The COE and Veteran Benefit Information Sheet (VBIS) must be sent to coe@tesu.edu to update your student account before you can register for courses

  • Be sure to check “Yes” to “I am using Top-Up to supplement my TA” on the VBIS

  • After your account is updated you must contact the TESU VA department at va@tesu.edu prior to every term you plan on using VA GI Bill Top-Up to cover the student share of tuition not covered by military tuition assistance

  • Include your full name, student ID, the applicable term, and which chapter of VA educational benefits you will be using for Top-Up (COE and VBIS must be on file at TESU); please include Top-Up in the subject line of your email

  • To be eligible for the Top-Up benefit, you must be approved for federal tuition assistance by a military department and be eligible for Montgomery GI Bill Active Duty (Chapter 30) or the Post-9/11 GI Bill (Chapter 33)

  • If the TESU VA department does not receive your request prior to the first day of the term and the student share of tuition has not been received you will be de-registered from the applicable term courses
